Fed Med Card: What to believe (or not)

The Federal Motor Carrier Safety Administration (FMCSA) has always put an emphasis on ensuring drivers are physically qualified to operate commercial motor vehicles. In fact, violations associated with medical qualifications have showed up consistently during carrier investigations over the years. In CY 2013, the top 20 critical violations include three different recordkeeping violations:

    • §391.51(b)(7) - No Medical Certificate In Qualification File
    • §391.45(a) - Using A Driver Not Medically Examined And Certified
    • §391.45(b)(1) - Using A Driver Not Medically Reexamined Each 24 Months

Also, during carrier investigations, FMCSA listed "§391.11(b)(4)(1) - Using A Physically Unqualified Driver" within the top 20 acute violations.

With so much on the line, motor carriers need to be aware of the most recent regulatory developments relating to a driver's medical certification.

Join us as J. J. Keller's DOT experts cover the most up-to-date information on the driver's physical examination topic as well as the Medical card/CDL merger rule and National Registry of Certified Medical Examiners.

Fundamentals of a Compliant DOT D&A Testing Program

In 2013 two violations accounted for over fifty percent of the total "Acute" violations found during compliance reviews! They are:

    • "Failing to Implement an Alcohol and/or Drug Testing Program" as required by Section 382.115(a) and
    • "Failing to Implement a Random Controlled Substance or Alcohol Testing Program" per Section 382.304.

With the potential for fines and penalties – and your carrier's reputation on the line – it is essential for you to have a clear understanding of these safety regulations.

Managing your DOT random testing program demands attention to detail. This webcast will examine the finer points of:

    • Setting up a random pull
    • Reviewing definitions and regulatory requirements,
    • And offering industry best practices.

DQ File Self-Audits: The Proactive Approach

When the Federal Motor Carrier Safety Administration (FMCSA) comes knocking, your files need to be in order. If you haven't "dotted all the i's and crossed all the t's" in your DQ files, you could face harsh penalties from the FMCSA, not to mention increased liability after an accident.

This webcast will lead you through the components of a compliant DQ file, including:

    • mandatory vs. "nice to have" forms,
    • required elements on each form,
    • recent changes related to medical certificates, and
    • the standards for record retention.

It will also address the DQ audit process, the top DQ violations found during audits, and any DQ-related questions from the audience.

This webcast will include a question and answer session.
